The FNFC has established a co-management relationship with Fisheries and Oceans Canada (DFO), which is guided by several articles including:
• the First Nations Fisheries Action Plan (2007), which led to the creation of the FNFC,
• the Commitment to Action Accord (2010), signed by the FNFC and DFO to demonstrate commitment to work together on shared priorities, and
• the FNFC Strategic Plan (2012), which lays out a plan for implementing objectives identified in the First Nations Fisheries Action Plan.
The Commitment to Action Accord is a collaborative work plan that commits the FNFC and DFO to working together on both DFO plans and priorities and First Nations’ aspirations for more efficient and effective co-management. This collaboration has led to the Joint Executive (JE) process, which is guided and supported by the Joint Steering Committee (JSC). This process has also led to a formal Memorandum of Understanding (MOU) between the Minister of Fisheries and Oceans and the First Nations Leadership Council, with the above mentioned JE/JSC process working as a supporting operational framework for more substantive strategic collaboration.
